塞班花园酒店位于北马里亚纳群岛中的塞班岛上，工程规模约十万平米，主要的结构体系为预制装配式钢筋混凝土结构，最高六层，檐口高度24米。该项目是中国生产的预制混凝土结构第一次大规模在美国规范体系下实行。
张锦斌先生担任该项目的结构设计负责人和总协调人，他领导着一直由14名中美两国工程师组成的联合设计团队，完成包括结构方案，深化设计和施工图设计以及详图审定在内的全部结构设计工作。
The Saipan Garden Hotel is located on Saipan Island in the Northern Mariana Islands. The project is about 100,000 square meters. The main structural system is prefabricated reinforced concrete structure with a maximum of six floors at height of 24 meters. The project is the first large-scale implementation of precast concrete structures produced in China under the US regulatory system.
Mr. Zhang Jinbin is the structural design manager and general coordinator of the project. He leads a joint design team composed of 14 Chinese and American engineers, including structural concept solutions, design development and construction drawing design, and detailed drawing validation.
